I had a good conversation with PayPal security about this whole thing and this is what he told me. If you supply PayPal with a name, credit card number and address they will immediately give you $500 credit line. They will then mail out a letter to your address for verification after which your credit line goes up. This person had immediate access to $500 on my card which he used right away, then went to PayPlace and did the same thing. According to PayPal they've been hit pretty hard the past few weeks by what they consider a ring. The bank will credit my money back and hopefully go after whoever. PayPal turns the info over to the Feds.
