Sean,I used to do the bakelite thing and still have some cool old bakelite boxes in the house.
I have the chips you picture and don't think they are.
A qucik and easy test: Run them under super hot water for about a minute and then smell them.Bakelite and Catlin give off a foul odor as there is formaldehyde in them. Trust me..you will know it when you smell it. No smell means no bakelite
