Oh please. It doesn't say it because it is irrelevant. It simply says the buyer bears the burden of risk until the goods are delivered. Insurance is not part of the equation. It also doesn't say that use of paypal or check is irrelevant, but it is (as far as the applicability of the UCC section). If you want to read it, I added a link below in response to John's question.
If you want to know more about how the UCC allocates the risk of loss, buy a book on basic sales law, consult an attorney licensed to practice in your jurisdiction. If you doubt me, hey, that's your prerogative.
