The buyer has no recourse with the USPS, that is correct, but the buyer CERTAINLY has recourse with the seller. It is the responsibility of the SELLER to make sure the transaction is completed. Your point is correct, but not relevent to this scenario. Dice sold a chip to Rick. He says he mailed it. Rick says he didn't get it. In a court of law, Dice has to prove that Rick got it, or he is liable.
Even the "insurance is optional/suggested" etc. does not get you off the hook. The seller has to prove the item got there. Is he can't, he loses.
