I have wondered about that.
I think the practice is called scattering – playing a casino’s tokens in other casinos.
But there was a company, an offshoot of NCM I believe, that used to process tokens from LV casinos. I assumed they returned current tokens to the respective casinos, and sold obsoletes or non LV tokens to the public. I dealt with them on several occasions, and you would find a lot of cruise ship tokens and other states’ tokens – all played in LV slot machines.

To your knowledge, were people actually arrested for “scattering”? I could easily see a problem if someone had won a big jackpot with a foreign token. But in the pre TITO days, you would see people wandering openly from casino to casino with their bucket of $1 tokens, playing them all over the place
