Casinos were scraping off the dates to keep the dollars from leaving as collectible coins. Later, when the melt content was greater than face value the casinos needed a solution that involved getting permission to mint tokens. As for this defacing, I have no idea, but it would certainly serve the same purpose as scraping the date off, i.e., ruining the collectibility value!
