I've seen a lot of inventory lists thru the years where holders of chips who control the complete production consider them as RARE because they are the only person(s) with them... and they so state this fect clearly; "Since I'm the only person with these chips I consider them rare."
Personally, I always thought RARE meant kind of scarce; not too many known... or what is known is in limited quantity.
I do not consider 1000 chips as being RARE, but some do consider any one example of a 1000 chip inventory as being scarce to the collector when controlled by the owner who may decide to sell only one or two every few years... I think this is what Vince is getting at...
