Actually, I think "dime" would be more appropriate rather than cents. And yes, that is usually the lowest denom.

I'm assuming denomination would be in yuan. The numbers are so generic. They can be interpreted as one yuan (or whatever unit of measurement) or for that matter, the one could be "1", "100" or "1,000"
