You can use the Pioneer Club as a reference point. In 1931 The Northern Club received the first gambling license issued in Las Vegas. It was located at 15 Fremont Street. This card is from 1943...which is the same year the Northern Club closed. Notice that the first Las Vegas Club was on the opposite side of the street from where it is now.
After the Northern Club, The Turf Club and Bar operated there for a year or so. This card is also from 1943.
In 1945 The Monte Carlo Club opened at this location, operated by Wilbur Clark (who later opened the Desert Inn). This card is date-coded 1946. Look across the street and down the block, you can see that the Boulder Club got a new, larger sign.
After the Monte Carlo, the address was home to non-casino businesses for several years. In 1970 The Coin Castle opened, and in 1999 the name was changed to La Bayou.
