When the casinos in Detroit opened, there was a "warning" that from the state gaming board that chips were not supposed to be used in churches or restaurants as cash substitutes and that technically chips obtained this way were not eligible for redemption at the cage. Of course, it seems totally unenforceable to me, and I don't think anyone was scared away from contributing.
