There is a difference in the scans you have the one on the right looks faded while the scan on the left is much whiter.

On closer inspection the "new" $1 chip has a more distinct boldness in letters. It is even visible if you hold them both in yours hands one on top of the other, although the old chip is not so different in whiteness.
