I had those top 2 chips for sale a long time ago. They came from a collector in London who used to work round the world and pick up a couple of chips everywhere he went. There were other chips from St Petersburg so it is possible. However I doubt I could find my original notes (but I will try). I thought the Admiral chips from Russia were denominated '500', '1000' etc (ie much higher as its roubles not $$). I also questioned whether they would have the Statue of Liberty on them. I noticed that Admiral did once sail out of St Petersburg though.
