My thought was that the attribution should be where the company was headquartered. The chip was manufactured in Cincinnati (I assume) and shipped to it's headquaters in NY (Brooklyn). Unless the chip was included within the cigar box, I would doubt that the chips ever made it to Florida.

A similar case is the EF Hutton burgee chips. The chips were found in Hutton's estate at Mar-a-lago. However, Hutton's permanent address was NY. I attributed them to NY (The NYYC burgee also helped!)
