N.O. folks had hardly any warning, but those small town folks had plenty of warning and were able to prepare well in advance with truckloads of sand and supplies on hand, while the N.O. folks were treated like animals.

We can't compare the two.

FEMA didn't even know the storm's name; they kept calling it KATALINA in front of the whole world.
