This must have been asked and answered, but I could not find it in the archives.........

Why is it that some Las Vegas casinos (like the MGM Grand, and the Golden Nugget) were able to use chips that did not have a location somewhere on the inlay? I thought this was a gaming regulation...... Obviously, there are/were exceptions.
