I think what John was referring to is the Government Voyager Gas Card.
What you are referring to is the small purchase Government VISA Card.
Unless things have changed recently, the Government Credit Card buyer uses a standard VISA card. When I was involved with it, it was (is) a normal VISA card. There can be some restrictive codes built into it, but for most of the Government card buyers and vendors, the restrictions don't apply or are transparent.

The normal credit card holder is limited to a $3000 purchase. (For the Dept of Army, at least)
Some of the actual Procurement Officers can go up to $1 mil.

Very early on in the use of the card, there was the story of a credit card buyer buying a horse at a bar. It was legit, but raised a WHOLE bunch of eyebrows.
