I've seen specialty manuals and other types books written to target an area that can cost a fair amount of cash, but this looks more like a informative book for the average casino visitor who might be interested in security, not a handbook containing privileged information that would only be available to people installing and using security systems. $39.95 is probably what they meant to have as a list price.
