There is an 8 year window for Miss Kansas, 17 - 24. A girl must first win one of the 20 local competitions, then she is eligible to compete in Miss Kansas until she wins one. Then she is done and can't be Miss Kansas again. So, winning is a one time shot, as is competing at Miss America. So, for example, if she was to win Miss Kansas, not win at Miss America, she could not move to another state, win that title and get another shot at Miss America.
After winning Miss Teen Kansas in 2005, she took a year and a half off from competing. She is 20 now, so has 4 more shots at it unless she does something crazy like getting married.
