The Indian casinos have have the paper payouts for a long time (couple of years at least). But they are in the process of going back to the token payouts with the passage of propositions 5 and 1A. The machines are on order and will start being installed in June !!!!! TO the best of my knowledge, they will be only installing $1.00 machines in June, but that might change also.

Also, the Viejas cruise ship uses $1.00 and $0.25 tokens now.

Thirdly, the bars, pubs, and shops in Nevada have been switching over to the paper payouts for quite some time also.
