I didn't mean to imply that it wasn't available to the general public.
What I mean is that the general public cannot purchase it as "pure" nitrous anymore. At least that's what I was told back in the early 80's. I have no personal knowledge of the current product. The nitrous sold 'over the counter' for use in autos contains a noxious additive to prevent inhalation by people looking for a cheap buzz. You'd vomit and/or gag from the odor before you felt the buzz....
Years ago some stupid kids would drink Listerine to get drunk fro the alcohol it contains. Then the manufacturers began adding a regurgitant to their products. If you actually drink a lot of the stuff to get drunk, the regurgitant will cause you to barf it up..
