If the chips were obtained illegally, then it would be a matter for the local county prosecutor, not the NJ gaming commission. NJGC may have causes of actions against companies or persons in NJ, but a crime of theft of chips unovered in this manner may not be a high priority to the local law enforcement. That is presuming a law in mississippi was violated and a valid criminal complaint tendered.
