My cousin lives in Ensenada. Ensenada is south of Rosarita Beach. I go down there twice a year. I pass thru Rosarita Beach on the way to Ensenada. I always drive during the day from TJ to Ensenada. I have never had a problem. I just stay on Hwy 1. I have heard a few stories. But, those stories are either at night or off the main highway. A lot of Americans retire in Ensenada. It is just a short drive to San Diego. Mucho Americanos in Ensenada!!! Be sure and buy Mexican auto insurance in Chula Vista before you cross the border.
