If they are unused, I would leave them as they are. The goobers may be surface toning which is not a problem. If the surfaces are proof-like (very shiny like a mirror) don't even wipe the dust off. Hairline scratches from even slight abrasion will significantly reduce the value of proof and proof-like coins and tokens.
If the spots are corrosion, there's little you can do other than pay a restoration service a large fee to make it less visible. Corrosion spots will likely get larger with time as the surface continues to degrade.
