Nothing new.
Since ebay cannot loose precious time looking when hacked/counterfeit bids have placed, the seller must relist the item.
I still have to understand why they simply dont remove this offers, maybe the "so-called-hacker" was winning the auction, i dont know.
If you were the seller you would have right to know who's the fake bidder, and maybe offer a 2nd chance to other bidders too, if you agree with price offered. If you're the buyer simply wait to see the item relisted or make a private offer to seller.
