it's been going on for a long time with some of the auctions. They announced it in advance and are including it in all auction now/soon. One of their justifications (big laugh) is that crooks were sending out fake "second chance" notices based on knowing who had bid in the auction. They always roll out these things slowly so as not to create a big uproar, just some small uproars spread out.
