There are no specific guidelines for induction into the Hall of Fame other than that the inductee be a member of the Club. You've hit the considerations pretty well: service to the Club and service to the hobby are the main criteria.
I'm not quite sure what you mean by "what about folks who may have contributed to the hobby by promoting different chips, keeping their records." Bottom line is, the member's contribution to the Club or to the hobby can take many forms. Each member of the Hall of Fame probably sees the considerations a bit differently, and that's as it should be.
Deceased Club members are eligible for induction posthumously.
We do not publish the names of those recommended nor of those nominated from among that group, for the simple reasons that Hall of Fame membership is not a popularity contest, and it should never engender ill will or hurt feelings. I can tell you that last year, out of more than 2700 Club members, only 9 submitted recommendations. Some people received recommendations from more than one person.
We'd like to see that number increase this year, obviously.
