I have what many of us would call CASINO CHIPS.

An order of XXX chips placed via a United States Playing Card sales rep; the chips were manufactured, but not every single chip was actually used at the casino... in fact, some of them never made it to the casino and remained with USPC to later be distributed to employees....

Are these NOT casino chips because they were not used in the casino..?
