The 9 x 12 cardboard envelopes you mention are no longer available from USPS. Some local branches still have stock. As you point out, there is no need for them any more as the flat rate is more economical.

There are Priority boxes and Tyvek envelopes still available for bulkier items. Some of the boxes are flat rate as well, but the rate is higher than $4.60.
