When I said in my post above: "The PayPal set-up is closely sanctioned by the Post Office. We should be grateful that the PayPal set-up allows labels for First Class Parcels. They would need the Post Office's OK to do away with the delivery confirmation thing, I think, maybe, who knows?."

When I said "do away with the delivery confirmation thing," I meant (obvious to most, I hope) do away with forcing users to take Delivery Confirmation on their parcel and package PayPal postage-shipping labels. Users should be allowed to choose whether they want Delivery Confirmation or not.
