If they were used in a CA Card Club, they were purchased in the PS retail store and taken there.
I've heard that story and doubt it.
Another story is they were made for a South American casino and never delivered. That is not true.

PS made them for retail sales per the lady that ran the store. I was there several days after they were put out for sale.
