Franklin Pierce was sworn in with no book.
Rutherford B. Hayes was sworn in without a bible (not sure what he used, if anything).
Theodore Roosevelt was sworn in for his first term without a bible (ditto).
Lyndon B. Johnson was sworn in for his first term on Air Force One using a missal book (no bible was available on the aircraft).
You're welcome, John! The purpose of the legislation is to provide veterans with specific authorization to use the salute in civilian clothes ... both as a sign of special respect and to provide a measure of camaraderie. Never having been one to require "authorization" to do what I consider appropriate, I have been using the salute ever since it was first suggested to me a couple of years ago. Cal plays Washington State tonight at home and I will be doing so again during the national anthem.
