Thanks for the answer, I'm sure once you go to the post office they would give you a hard time because they most likely don't know the correct procedure themselves, especially when there about 50 people in line behind you.
I guess I will just keep the matchbooks I have, it isn't worth getting into trouble over mailing some matches.
