In a word, yes, it is chipper friendly John. Chip dealers are able to buy enough chips to satisfy the regular demand they expect from both in and out of state customers, and at the same time, when a particularily desirable chip is issued, the chip dealers are also limited in the numbers of chips they can buy, which still leaves some of them available to the collecting locals. Low number issues will cause problems for everybody that wants more chips than they can buy due to the limits imposed, but releasing the chips in question in this manner is about as fair as it gets.
There are a number of people on "the list", and I'm sure all you have to do is ask to be put on it. I'd also imagine that you'd be dropped if you didn't buy the chips you said you need.
