It varies from casino to casino. I don't believe there to be any law in any gaming jurisdiction preventing a casino from publicizing the release of a limited edition chip. They (the casinos) might however end up having to make a bunch of explanations to collectors if the chip design(s) don't pass gaming regulations and they can't release the advertised chip(s).
