Sorry, but since you are collecting info... I have no answers to your posted questions, but I noticed that the zip-lock bags are stickered with a number. I assume they are are sequential numbering (not serial numbers) but just a method to count bags handed out. (Since the chips are re-usable, it makes no sense to count the chips.)

The bag I got last weekend (Saturday) was #596.
