The answer is yes, it seems to be worth that, or more. Simply because the market place is willing to pay for it.
Supply and demand presents itself clearly with small mintage chips. In this case a limited number of sets were given to a limited number of special interest players, namely oriental high rollers. There may have been some chip collectors amongst them but generally as a group chip collectors were left out of this one.
In most cases the chips we were able to get our hands on were in places like ebay. But it gets crowded there. Chip collectors bid on them, people who collect anything dragon bid on them, people who collected year 2000 bid on them, etc. And as one might expect the apparent value went up.
Sorry for the long winded anwser, but yes, if that's what people are CONSISTENTLY paying for them...then that's what they are worth.
