Gene, on page 70 of his book in Addendum A, he says they were used at "the Arrowhead Club Casino of Cincinnati (Branch Hill), Ohio" and were not used at the Arrowhead in Saratoga as long thought. He says they were used by the Cleveland Syndicate that operated illegal casinos in Southern Ohio and Newport KY area. And the Saratoga Arrowhead was operated by the Mob -- Lansky, Adonis and Costello. He says that the JSB on the chips was for Bauer, the owner of the Arrowhead in Cincinnati area.
