Not to throw fuel on the fire, but I would think that when there is a shortage of an LE for some extraordinary reason, the names of all subscibers should be thrown in a hat and names withdrawn until all available chips are gone. Such a lottery should be held at public event (like at a local or national chip meeting) to avoid the appearance of favoritism. Of course the price paid for these chips would be the same as is normally charge for LEs.
