Ralph; I would welcome the seller, or anyone else, to offer me a chip that I've been outbid on..... not at my 2nd place runner-up bid.... but many times at the same price the high bidder got it for.
Actual case in point..... Just this weekend, I was high bidder on an "unlisted" Puerto Rico chip when I left for Atlantic City on Friday. The deadline was on Sunday afternoon. When I returned home from my weekend visit late Sunday night, the usual notice was in my email from Ebay that I had been outbid, (by $1) and that the sale was over. (Congratulations Don L.)
My point is that I don't ever recall being contacted by a seller, or anyone else in any ebay auction in which I was the runner-up, offering me a similar chip at the same price as the top bidder. Sometimes a bidder is willing to pay more, but gets shut out in the process due to snipe bids (which is another completely different subject. Of course sometimes the seller thinks his/her chip went too cheap on ebay and wants to hold onto any extras for future listings.
