They were indeed promo items but the initials were actually the intials of the casino patron. They'd make them up on the spot while you were playing. Same sort of deal at the Nevada Club. These are all Nevada Club items but the joints came under one name and address in '57 per Pam Goertler's article in CCTN spring '06. Be sure and check THAT out!
