I've seen that same thing (the white dots that aren't really there), and the only thing I can figure out is that there was some "noise" in the scanning process that either swamped the CCD or CMOS sensor - or may be even in the A/D after the sensor... This usually occurs only with LARGE images. The white dots can be touched up with a little bit of effort...
