I don't think eBay or Paypal is going to help. I beleive you have to get the other reel back from the guy who didn't win it! You should offer him some kind of nuisance fee, like $25.00 to return it and if he doesn't repond than you have a HUGE problem! Try paypal after that in the dispute resolution center! GOOD LUCK!
