depending on who actually "owned" the chip...(I'm still a
little fuzzy on that)...would depend on how many they made.

If Bill owned it, he probably wouldn't think to limit it.
If Hilary owned it, probably limit it to one...for her own use
to rub in Bill's face.
If Monica owned it, no limit...she'd use them like business cards!
