It seems to me this would create more work for the volunteers if people just submitted random chips for the privilege to vote. Imagine if 1,000 people voted 1,000 different chips which they didn't really care about. I think a better solution might be a box on the submission form with soemthing to the effect "I would not like to submit a nomination, but would like to vote on the final."
