Since only people who nominate entries are voting, and assuming those people are going to vote for their nomination (after all, they believed it was the Chip of the Year when they nominated), wouldn't the winner of the contest most likely be the chip with the most nominations? Why go through the trouble of having a secondary vote?

I for one would love to be able to vote for "OTY" entries, but as someone who doesn't collect current issues, I'm not sure what has been released and therefor don't think I could nominate anything. I would love to see the top nominated OTY entries and be able to vote on what I believe strikes me the most.
