If you will look a little more closely at the auction, you will note the little logo on the lower left portion of the plastic holder. These are commonly avaialble and sold by the people who publish Coin World. The items contained within are easily removed. They also sell a software program so that you can make up your own labels to place on them.

Nothing more than a fancy label on a fancy holder with a person's own grade added to it.
