I think people are free to collect whatever they want, and not collect whatever they want. Some people may just not want to take up space with chips they don't actively collect. I don't think chippers should request them or seek them out and then sell them, but if they get them without actively trying to get them, then I don't see any problem.
For the record, I don't actively collect personal chips. I have never sold one, and don't plan to in the near future. Some that are special, or that I requested, I have no intention of letting go. Others, that came with chips or were sent unexpectedly, I may give or trade to others who are specifically looking for them (and who may really appreciate them). That said, I have not let go of many anyway (almost none).
