The reason the postcards were mailed from lexington, Kentucky is bacause Wayne lives there. At least he did yesterday. Wayne was kind enough to absorb the cost of mailing the cards so his supporters as well as Belinda's supporters did not have to pay for their support.

No different than the fliers one receives involving political candidates running for office. Generally, those fliers are paid for out of campaign funds or the candidates own money.
