I've traded baseball cards for a long time, so I'm well aware of how the price guides are just that, guides. I think that's even more true with TCR as you're right, the values of chips do seem to ebb and flow. Being a buyer, I'm definitely glad to see the recent ebb! LOL!

The guy who sent the chip is not a chip collector, he just happened to find that one somewhere. And I always make sure that when I trade cards with someone they get at least equal value, generally more. Heck, it's only cardboard or clay or whatever.
