Just because someone asks you a question doesn't mean they are upset as you are claiming.

You asked to buy chips at face value,a chip dealer asked if you intended to resell them.

I have no idea why Andy asked that, but it sounds to me like just maybe that chip dealer was going to accomodate you, but didn't want to do so if you were only going to then compete with him for sales of the same chips. that seems pretty fair. It certainly didn't sound to me like Andy was upset.
